SECTION 8: "A" AGRICULTURAL DISTRICT
General Purpose and Description - This district is intended to apply to land situated on the fringe of an urban area and used for agricultural or open land purposes, which may become an urban area in the future. Therefore, the agricultural activities conducted in the "A" Agricultural District should not be detrimental to urban land uses and intensity of use permitted in this district is intended to encourage and protect agricultural uses until urbanization is warranted and the appropriate change in district classification is made. Open or unused land may be deemed a natural area where vegetation is allowed to grow in a natural state of selection and maturity.
8.1 Permitted Uses - A building or premise shall be used only for the following purposes:
A. All general and special agricultural, farming, ranching, stables and related accessory buildings, stock and poultry raising, dairy, and other related uses so long as same do not cause a hazard to health by reason of unsanitary conditions, are not offensive by reason of odors, dust, fumes, noise or vibrations, and are not other-wise detrimental to the public welfare.
B. Accessory buildings and structures clearly incidental to the above operations, including but not limited to, barns, stables, equipment sheds, granaries, private garages, pump houses, and servants quarters not for rent, provided that accessory buildings and structures shall be limited to fifty (50) percent of the gross land area.
C. Temporary metal buildings less than six hundred (600) square feet which are used for tool and supply storage.
D. other uses as listed in Section 23 of this ordinance.
E. The following specific uses shall be permitted in the "A" Agricultural District, when granted in accordance with Section 24:
1. Uses as listed in Section 23 of this ordinance.
8.2 Area; Yard; Height; Lot Coverage; and Building Size Requirements: The requirements regulating the minimum lot size, minimum yard sizes (front, side, and rear), maximum building height, maximum percent of lot coverage by buildings, and the minimum size of buildings, as pertains to this district, shall conform with the provisions of the "Schedule of District Regulations Adopted" (see Section 22) and any other applicable regulations as herein provided.
8.3 Parking Regulations: Off-street parking spaces shall be provided in accordance with the requirements for specific uses set forth in Section 25.
SECTION 10: "SF-R" SINGLE FAMILY RESIDENTIAL
DISTRICT
General Purpose and Description - This district is designed to accommodate the standard single family residential development. This district can also be appropriately located in proximity to multi-family residential areas.
10.1 Permitted Uses: A building or premise in-an "SF-R" District shall be used only for the following purposes:
A. Uses as listed in Section 23 of this ordinance.
B. The following specific uses shall be permitted in an "SF-R" District, when granted in accordance with Section 24:
1. Uses as listed in Section 23 of this ordinance.
10.2 Area; Yard; Height; Lot Coverage; and Building Size Requirements: The requirements regulating the minimum lot size, minimum yard sizes (front, side, and rear), maximum building height, maximum percent of lot coverage by buildings, and the minimum size of buildings, as pertains to this district, shall conform with the provisions of the "Schedule of District Regulations Adopted" (see Section 22) and any other applicable regulations as herein provided.
10.3 Parking Regulations: A minimum of two (2) off-street parking spaces shall be provided per dwelling unit behind the street right-of-way line. Other off-street parking spaces shall be provided in accordance with the requirements for specific uses set forth in Section 25.
SECTION 11: "SF-M" SINGLE FAMILY RESIDENTIAL
DISTRICT WITH MANUFACTURED (HUD Code) HOUSING
General Purpose and Description - This district is also designed to accommodate the standard single family residential development as found in the "SF-R" District, except that the use of manufactured housing (HUD Code) is allowed. The "SF-M" District provides for a minimum residential lot area of 6,500 square feet. This district can also be appropriately located in proximity to multi-family residential areas.
11.1 Permitted Uses: A building or premise in an "SF-M" District shall be used only for the following purposes:
A. Uses as listed in Section 23 of this ordinance.
B. The following specific uses shall be permitted in an "SF-M" District, when granted in accordance with Section 24.
1. Uses as listed in Section 23 of this ordinance.
11.2 Area: Yard: Height; Lot Coverage; and Building Size Requirements: The requirements regulating the minimum lot size, minimum yard sizes (front, side, and rear), maximum building height, maximum percent of lot coverage by buildings, and the minimum size of buildings, as pertains to this district, shall conform with the provisions of the "Schedule of District Regulations Adopted" (see Section 22) and any other applicable regulations as herein provided.
11.3 Parking Regulations: A minimum of two (2) off-street parking spaces shall be provided per dwelling unit behind the street right-of-way line. Other off-street parking spaces shall be provided in accordance with the requirements for specific uses set forth in Section 25.
11.4 Additional Restrictions Applicable to the Manufactured Housing (HUD Code) Uses in the "SF-M" District:
A. Manufactured housing design and construction will comply with construction and safety standards published by the Department of Housing and Urban Development pursuant to the requirements of the National Mobile Home and Safety Standards Act of 1974, or as amended. All manufactured homes will be subject to inspection by the Building Official.
B. All manufactured homes shall be set on solid slab structures and/or 1811 to 2011 runners. Additional rooms and enclosed porches shall be constructed on a solid slab.
C. Tie-downs will be required and will be secured prior to occupancy.
D. Underpinning and skirting will be required and will be installed prior to occupancy.
E. Accessory buildings will be either manufactured or constructed in accordance with city codes.
F. All manufactured homes shall comply with all regulations of the State of Texas and such regulations are hereby incorporated into this section as if fully set out in length herein.
Sec. 11.2103 Collection Service Standards
(a) Residential customers:
(1) All common trash, rubbish or garbage shall be placed and enclosed in a plastic garbage bag commonly sold in retail establishments. Garbage bags shall be limited in size not to exceed thirty (30) gallons in size and loaded as to prevent the bag from bursting. The contents of all bags shall be secured in a manner to prevent the blowing or scattering of materials over adjacent public and private properties.
(2) All trees and tree limbs shall be rendered to a manageable size of not more than four (4) feet in length and forty (40) pounds in weight for collection purposes.
(3) All loose materials such as paper goods, household discards, yard clippings and grass shall be contained in disposable containers for collection purposes. Disposable containers shall not exceed an equivalent of thirty (30) gallons in size and shall be loaded as to prevent the container from bursting.
(4) All boxes, shipping containers, shipping crates, pallets and other such materials shall be broken down, dismantled, collapsed, or crushed for collection purposes. Such materials shall be bundled or placed in disposable containers in lots not to exceed forty (40) pounds in weight and four (4) feet in length.
(5) Furniture and appliances shall be collected on special established collection days.
(6) Residential or home occupancy businesses will be assessed the applicable small business or container rate in lieu of residential rates.
(b) Small business:
(1) The standards and service requirements for this class of customer will be subject to the regulations as a residential customer.
(2) Customers exceeding volume requirements will be required to use container service.
(c) Container collection:
(1) The city shall provide container collection service for customers generating an equivalent of more than one (1) cubic yard of solid waste per week. The individual customer will be contacted by a representative of the city in order to provide adequate solid waste disposal.
(2) The city reserves the right to increase the number of containers and/or the frequency of collection for the individual customer in order to protect the health, safety and welfare of the citizens of the community and to bill the customer for such changes in services accordingly.
(3) All refuse/garbage generated by the customer must be held in the provided container. Any waste, refuse or garbage not placed in container shall not be collected.
(4) Containers shall be placed so that they are readily accessible in all weather conditions at the outside location and on a hard surface. Collection service may be refused for containers not so placed.
(5) The customer shall be responsible for properly maintaining the drive or access way required to empty the containers.
